Indonesia National Standards

National Standards Used by the Government to Assure The Quality of Education.



In order to improve the quality of education in Indonesia, the government needs to make
standardization. According to the National Education Standards of Indonesia (BSNP), National
Education Standards are the minimum criteria of the education system in the entire territory of
the Republic of Indonesia.

Function and Purpose Standard:

·  National Education Standards serve as the basis for planning, implementation, and monitoring of education in order to realize the quality of national education
·  National Education Standard aims to ensure the quality of national education in the context of the nation's intellectual life and form the character and civilization of a dignified nation.
·  National Education Standards improved in a planned, directed, and sustained in accordance with the demands of changes in local, national, and global.

The National Education Standards of Indonesia (BSNP) had regulated through Government Regulation (PP) No; 19 Year 2005 and set eight contents of the Standards of Education; (1) content standard, (2) process standards, (3) graduate competence standards, (4) educator and education staff standards, (5) facilitates and infrastructure standards, (6) management standards, (7) financial standards, and (8)education assessment standards.
1)        Content standards: the scope of materials and level of competence stated in criteria about competence of graduates, competency assessment materials, competence of subjects, and the syllabus of learning that must be fulfilled by learners at certain levels and types of education
(1)   Government Regulation No 19 of 2005 Article 5 paragraph 1: Content standard is about the material scope and competency level to achieve graduate competency at certain education level and kinds.
(2)   Government Regulation No 19 of 2005 Article 5 paragraph 2: Content standard as mentioned at paragraph (1) consists of basic framework of curriculum, load of learning, school based curriculum, and academic calendar.
(3)   Minister Regulation No 22 of 2006: It is about content standard to primary and intermediate educations.
(4)   Minister Regulation No 24 of 2006: It is about the implementation of Minister Regulation No 22 of 2006 and Minister Regulation No 23 of 2006 about graduate competence standards to elementary and intermediate educations.
2)        Standards Process: standards of learning implementation in an educational unit to reach graduate competency standards.
(1)   Government Regulation No 19 of 2005 Article 19 Paragraph 1: Learning process at education units is conducted interactively, inspire, pleasantly, challenging, motivational to the learners to actively participate and gives enough space to initiative, creativity, and independence  appropriate to the talent, interest, and physical and psychological development of the learners
(2)   Government Regulation No 19 of 2005 Article 19 Paragraph 3: Every education unit does planning of learning process, learning process, assessment of learning result, and monitoring of learning process to achieve learning process which is effective and efficient
(3)   Government Regulation No 19 of 2005 Article 21 Paragraph 1:  The implementation of learning process which is mentioned in Article 19 Paragraph (3) should pay attention the number of learner for every class, load of learning for every learner, ratio of text book maximal to every learner, and ratio of the learners for every educator.
(4)   Government Regulation No 19 of 2005 Article 22 Paragraph 2: Assessment technique which is mentioned in paragraph 1 can be written test, observation, practice test and personal or group assessment.
(5)   Government Regulation No 19 of 2005 Article 23: Monitoring of learning process which is mentioned by Article 19 Paragraph 3 consists of observation, supervision, evaluation, report, and taking of necessary further steps.
(6)   Minister Regulation No 41 of  2007 : It is about process standard to primary and intermediate education units
(7)   Minister Regulation No 1 of  2008 : It is about process standard to particular education
3)        Graduates Competency Standards: graduate qualification capabilities that include attitudes, knowledge, and skills.
(1)   Law No 19 of 2005 Article 25 paragraph 1:  Graduate competence standards are used as the assessment guideline to decide the graduate of education units.
(2)   Law No 19 of 2005 Article 26 paragraph 1: Graduate competence standards of elementary education level have purpose to implement the basic of intelligent, knowledge, personality, character, and skill to make the learners independent and be able to follow the next education level.
(3)   Law No 19 of 2005 Article 26 paragraph 2 : Graduate competence standards of general intermediate education level have purpose to develop intelligent, knowledge, personality, character, and skill to make the learners independent and be able to follow the next education level.
(4)   Law No 19 of 2005 Article 26 paragraph 3 :  Graduate competence standards of vocational intermediate education level have purpose to develop intelligent, knowledge, personality, character, and skill to make the learners independent and be able to follow the next education level based on their majors.
(5)   Law No 19 of 2005 Article 26 paragraph 4 : Graduate competence standards of high education level have purpose to prepare the learners as the society members who are have good character, knowledge, creativity, independence and attitude to find, develop, and implement knowledge, technology, art which are useful for human being.
(6)   Minister Regulation No 23 of 2006 :  It is about the graduate competence standard of elementary and intermediate educations
(7)   Minister Regulation No 24 of 2006:  It is about the implementation of Minister Regulation No 22 of 2006 about elementary and intermediate educations and Minister Regulation No 23 of 2006 about graduate competence standards to education units and intermediate education.
4)        Standards of Educational Personnel: education criteria before in position and eligibility physical and mental, and education in-position
(1)   Law No 19 of 2005 article 28 paragraph 1 : Educators should have academic and competency qualifications as the agent of education, physically and psychologically health, and have ability to create purpose of national education
(2)   Law No 19 of 2005 article 36 paragraph 1: Education staffs of high education should have qualification, competence, and certificate appropriate to their duty.
(3)   Minister Regulation No 12 of 2007 : It is about standards of elementary school supervisor
(4)   Minister Regulation No 13 of 2007: It is about standards of elementary school principle.
(5)   Minister Regulation No 16 of 2007: It is about standards of academic qualification and teacher competence.
(6)   Minister Regulation No 24 of 2008: It is about standards of administrative staff of elementary school.
(7)   Minister Regulation No 25 of 2008 : It is about standards of librarian of elementary school
(8)   Minister Regulation No 26 of 2008: It is about laboratory staff of elementary school.
(9)   Minister Regulation No 27 of 2008: It is about standards of academic qualification and competence of counselor.
5)        Facility and Infrastructure Standards: minimum criteria of the classroom, gymnasium, place of worship, libraries, laboratories, workshops, a playground, a place to be creative and recreation, and other learning resources needed to support the learning process, including the use of information and communication technology.
(1)   Law No 19 of 2005 article 42 paragraph 1: Every education units must have facilitates such as furniture, education utilities, education media, books and learning resources, material of consumption, and other equipments to support learning process.
(2)   Law No 19 of 2005 article 42 paragraph 2 : Every education units must have facilitates such as area, classrooms, leader room, educators room, administration room, library, laboratories, mechanical room, production room, canteen, service and resources installation, gymnastic,  praying room, playing room, creative room, and other rooms which is necessary to support the learning process.
(3)   Minister Regulation No 24 of 2007: It is about standards of facilitates and infrastructure for elementary school, junior high school, and senior high school.
(4)   Minister Regulation No 33 of 2008: It is about standards of facilitates and infrastructure for particular elementary school, particular junior high school, and particular senior high school.
(5)   Minister Regulation No 40 of 2008 : It is about standards of facilitates and infrastructure for vocational school
6)        Management Standards: The standards that govern the planning, implementation, and supervision of educational activities at the unit level of education, county / city, provincial, or national level in order to achieve efficiency and effectiveness of education.
(1)    Law No 19 of 2005 article 49 paragraph 1 : Management of education units at elementary and intermediate levels applies school base management with independence, partnership, participation, openness, and accountability.
(2)   Law No 19 of 2005 article 49 paragraph 2: Management of education unit at high level applies university autonomy with adjustable boundaries by the applied law to give freedom and encourage the independence of academic management, operational, applied law to give freedom and encourage the independence of academic management, operational, personnel, finance, and other staff functional which is applied by university.
(3)   Minister Regulation No 19 of 2007: It is about management standard to elementary and intermediate educations.
(4)   Minister Regulation No 17 of 2010 : It is about management and implementation of education
(5)   Education Minister Regulation No 19a/U/2004 : It is about standard of minimum service in education
7)      Financing Standards: The standards regulate the amount of components and unit operating costs of education are valid for one year.
(1)   Law No 19 of 2005 article 62 paragraph 1: Education finance consists of infestation, operational, personnel finances
(2)   Minister Regulation No 69 of 2009: the standard of non-personnel finance for elementary school, junior high school, senior high school, vocational school, particular elementary school, particular junior high school, and particular senior high school.
8)      Assessment Standards: The standards that govern the mechanisms, procedures, and assessment instruments learners learning achievement.
1)      Law No 19 of 2005 article 63 paragraph 1: Education assessment at elementary and intermediate levels consists of (a) assessment of learners learning result by educator, (b) assessment of learners learning result by education units, (c) assessment of learners learning result by government
2)      Law No 19 of 2005 article 63 paragraph 2 : Education assessment at high level consists of (a) assessment of learners learning result by educator, (b) assessment of learners learning result by education units
3)      Law No 19 of 2005 article 63 paragraph 2 : Education assessment at high level consists of (a) assessment of learners learning result by educator, (b) assessment of learners learning result by education units
4)      Minister Regulation No 20 of 2007: It is about standards of education assessment.
